In Memoriam: Jacques Girard, creator and founder of RNF
On December 3, 2021, Jacques Girard passed away. A great leader, Jacques dedicated his career to advancing and promoting standardization to make the world a better place. He served as director of the Bureau de normalization du Québec and stimulated its growth for several years. In 2006, he founded the Réseau Normalisation et Francophonie (RNF) in partnership with AFNOR and SCC, which he presided until retirement. His actions led to the implementation and expansion of a dynamic French-speaking economic network of which over 30 countries are now members. On behalf of SCC, we thank Jacques for his significant contribution and would like to offer our sincerest condolences to all his loved ones.

New standards guidance document published for Government of Canada’s 50 – 30 Challenge
Organizations aiming to become more diverse and inclusive can now access new guidance to help them. SCC, working with the Ted Rogers School of Management’s Diversity Institute and with support from Innovation, Science and Economic Development Canada (ISED), has published a guidance document, in the form of a Publicly Available Specification (PAS), to aid organizations in the first steps of implementing diversity, equity, and inclusion practices within their businesses through the 50 – 30 Challenge.
Protect or retreat: Rising seas threaten Canada’s Atlantic and Pacific coasts
As witnessed in recent weeks, rising seas, swollen atmospheric rivers and post-tropical storms are a threat to community infrastructure, housing and the safety of those living along Canada’s east and west coasts. In response, new guidance from the Intact Centre on Climate Adaptation, University of Waterloo, presents practical solutions to limit the financial and social costs of these evolving risks.
National Standards Strategy ready for public consultation
After months of hard work and extensive research, the project is starting public consultations. We’re inviting Canadians across our network to take part in this phase, which runs from December 2021 through February 2022.

She earned her Master’s in Molecular Genetics from the University of Toronto, then worked at SickKids (the Hospital for Sick Children) before joining GA4GH.
Meet Grace Abuhamad, a Canadian representative for the IEC Young Professionals Workshop
Grace Abuhamad is a Research Program Manager, Trustworthy AI, at Element AI. She participates in mirror committee ISO/IEC JTC 1/SC 42 Artificial Intelligence. Grace is also involved with the Canadian Data Governance Standardization Collaborative as Co-Chair of Working Group 4 – Data Analytics, Solutions, and Commercialization. She is one of two young professionals selected to represent Canada at the IEC Young Professionals Workshop at the IEC’s General Meeting this year.

When we started this initiative just a few years ago, our goal was to deliver 63 standardization strategies to Canadian companies by 2022. We are well on track to meeting this target, with 36 strategies already delivered to help Canadian innovators on the road to success. Check out the case studies in our new Interim Report!

We are all adapting to COVID-19: government, businesses, and each and every Canadian. Our jobs, our health, and our way of interacting has all been impacted. SCC has long promoted the benefits of standardization to the health and safety of Canadians, to the development of technology, and to the growth of industry. But the contribution of standardization has never been more important than during times of crisis. SCC is continuing to provide the best support we can for all of our stakeholders.

Standardization Supports Innovation
Innovative Canadian companies are working hard to combat the coronavirus pandemic. Spartan Bioscience has adapted its on-site testing device to detect COVID-19 and is boosting production to identify cases to quickly allow for intervention, to reduce further spread of the virus. HRSO earns accreditation to develop National Standards of Canada
Human Research Standards Organization (HRSO) joins the roster of standards development organizations accredited by SCC to develop National Standards of Canada. HRSO is a Canadian not-for-profit organization that develops national standards for Canadians conducting, overseeing and participating in human research.
New standardization frameworks add versatility to Canada’s national standards development system
Canadians will benefit from two new standardization options that bring more versatility to better support innovators, including those in legislative settings, seeking faster cost-competitive ways to get their cutting-edge ideas to market.
SCC and CSA Group deliver a new standard for addressing high winds and drifting snow in Canada’s North
The new standard, CSA S505, tackles the challenges of wind and snow to help reduce the risk of damage, improve function and accessibility, and improve design and construction techniques for northern infrastructure.
Electronic Logging Devices: New Scheme under the Certification Body Accreditation Program
SCC has partnered with Transport Canada by providing ISO/IEC 17065 accreditation to conformity assessment bodies who will provide certification services for Electronic Logging Devices (ELD) manufacturers and suppliers.

Leadership changes at Canada’s International Electrotechnical Commission national committee
A Canadian standards champion is retiring after years of involvement with the International Electrotechnical Commission (IEC). Jacques Régis’s term as president of Canada’s national committee to IEC (CANC/IEC) is coming to an end, wrapping up an illustrious career in the standards world.
Canadian receives ISO Excellence Award
Congratulations to C. Douglas O’Brien who received the esteemed ISO Excellence Award for his major contributions to standardization. He was recognized for his outstanding dedication to standardization, having played an active role at ISO for over 40 years. Notably, he initiated the creation of the ISO technical committee on geographic information/geomatics (ISO/TC 211), and led its imagery working group as convenor. Under his leadership, this working group developed over ten ISO standards and technical specifications. While he is retiring from this convenorship position, he continues to be involved in this committee in a support role.

Our 2018-19 annual report is now available
The Standards Council of Canada had a very successful year, focusing efforts on our theme of Delivering Value, Together.
We set out to drive innovation, mobilize Canadian leadership and realize organizational excellence. In each of these areas we surpassed what we set out to achieve.
As the leader of Canada’s standardization network, the Standards Council of Canada (SCC) has an ambitious agenda in support of government priorities. Working alongside industry and government, and building relationships nationally, regionally and internationally, we are developing and supporting standardization strategies that foster innovation, advance our economy, facilitate trade, support sustainable development, and protect the health and safety of Canadians.
In the past year, we continued to support sectors that have traditionally benefited from standardization, as well as setting our sights on new and emerging areas to ensure they can benefit from standardization early-on in the process. We are working with Canadian innovators, including those involved with the Innovative Superclusters Initiative, to help them leverage standardization to accelerate the commercialization of their breakthroughs and shape marketplace rules to their advantage.
We also remained committed to helping break down trade barriers, including here in Canada where we support federal, provincial and territorial governments’ aim to harmonize differing requirements between jurisdictions as part of modernizing the Canadian Free Trade Agreement.
SCC continued to help amplify Canada’s voice internationally by growing our country’s leadership role in national, regional and international standardization activities. Canadian experts are playing increasingly significant roles in shaping marketplace rules that improve Canada’s ability to compete globally.

Helping Canadian Innovators Thrive at Home and on the World Stage
Innovation drives economies, and in today’s global marketplace, it is a significant path to a country’s economic growth and prosperity. Canada must be first out of the gate in producing and commercializing new products, services and business models to advance its position in the global innovation race. Standardization strategies for Canada’s superclusters
Building on the engagement strategy SCC developed last year, we continue to support Canada’s Innovation Superclusters Initiative (link is external) . A first of their kind in Canada, the superclusters are designed to support business-led innovation in key sectors that have the greatest potential to spur economic growth.
International research continues to show links between standardization, labour productivity and economic growth, and guided by this evidence, we are working to ensure companies in the superclusters know at the onset what standardization can offer to accelerate the commercialization of their breakthroughs and about the support SCC can provide to help them shape marketplace rules to their advantage.
Canadian Leadership
Harnessing standardization for trade growth within Canada
Although it may be easy for most Canadians to travel across provincial and territorial borders, that’s not the case with many goods and workers. Differences in certification and testing requirements between Canadian jurisdictions have prevented products, tradespeople and professionals from moving freely between Canadian provinces and territories. Sometimes, different requirements and regulations are needed, but they can cause technical barriers to trade, creating unnecessary red tape for businesses.
By working to align standards and regulatory requirements, SCC is supporting regulatory reconciliation —the process of aligning existing regulations across the country. Helping to achieve the goal of having one standard and one test across Canada will move us toward freer trade in Canada. It will also result in a healthier, sustainable, and more competitive nation in the years to come.
Enhanced relationships with Regulatory Authority Advisory Bodies
As the leader of Canada’s standardization network, SCC continues to innovate and improve its processes to provide value to Canada. That is why SCC is forging stronger relationships with Regulatory Authority Advisory Bodies to ensure that standards, conformity assessment procedures and other regulatory tools are up-to-date and aligned across the country. These bodies are technical advisory committees consisting of regulators from various provincial and territorial governmental organizations. They work to ensure consistency among jurisdictions regarding regulations, standards, Other Recognized Documents (ORDs), and conformity assessment procedures for the sale, purchase, safety, performance, use or application of consumer or industrial products.
Agile and responsive to changing landscapes in regulated sectors
In Canada’s national standardization network, a National Standard of Canada is a voluntary consensus-based standard published by an SCC-accredited standards development organization and approved by SCC. All National Standards of Canada (NSCs) provide assurance to network users that they have been developed following the SCC prescribed process which ensures inclusion of a balanced committee of stakeholders, follows international best practices, promotes international harmonization, and meets Canada’s needs.
In 2018-19, SCC accredited the International Association of Plumbing and Mechanical Officials and the CIO Strategy Council, bringing to 11 the total number of SDOs that can develop, publish and maintain NSCs. By increasing the number of SCC-accredited SDOs in Canada, we are better able to offer more standardization options to help increase trade, reduce barriers for business and support economic growth.
New and expanded accreditation programs
SCC is Canada’s national accreditation body, which means it accredits testing laboratories, product certification bodies and other conformity assessment bodies to internationally recognized standards to strengthen the safety, reliability and quality of products and services for Canadians. In 2018-19, accreditation programs were provided or expanded related to energy management systems (ISO 50001), occupational health and safety management systems (ISO 45001), and cannabis testing under ISO/IEC 17025 for testing and calibration laboratories.
The accreditation provided by SCC helps demonstrate an organization’s competence to manage and perform conformity assessment activities as defined by its specific program scope of accreditation. Through SCC accreditation, bodies such as testing laboratories, certification, validation and inspection can obtain independent third-party validation for themselves and for their customers.
Resilient infrastructure in a changing climate
Extreme weather events like droughts, wildfires, floods and windstorms are happening more frequently throughout Canada, and such impacts resulting from a changing climate are increasingly challenging for communities. Every year, flooding alone causes millions of dollars in property damage. And as our climate continues to change, the risks and the costs associated with it are only expected to rise. Finding innovative ways to adapt is crucial, especially if we are to reduce the effects of climate change on our aging infrastructure.
In 2018-19, we continued to spearhead climate resilience initiatives through our Standards to Support Resilience in Infrastructure Program under Canada’s Adapting to Climate Change objective in support of the Pan Canadian Framework on Clean Growth and Climate Change. As part of this program, SCC is providing a solid foundation for climate adaptation with the creation of standardization strategies that help ensure building codes, guidelines and standards are updated to protect infrastructure. By doing so, we are helping protect Canadians and giving them peace of mind that their homes and communities will be safe and resilient in the years ahead.
Engaging and supporting members
Maintaining and fostering an energized standardization network rests in large part on supporting and attracting the best and brightest experts to participate in standardization development.
Engaging and empowering new and long-time members continued to be a key priority for SCC in 2018-19. As such, it invested in resources, programs and initiatives to recruit new members and ensure all participants in standards setting activities are well-equipped with the support and training they need to contribute fully and effectively, and deliver maximum value for Canada.
Ensuring the sustainability of Canada’s standardization network is also dependant on engaging and retaining the next generation of members. As part of standardization succession planning activities, SCC developed a young professionals framework and implementation plan for a national program to increase this group’s participation in standardization.
Canadian Participation in International Standardization
Bringing Canada to the international standards stage
As governments around the world look to standards and accreditation as a way to improve their competitiveness, SCC’s international activities remain critical to ensure that standardization continues to fuel Canada’s economy. By collaborating with and taking on leadership roles in national, regional and international standardization bodies from around the world, SCC helps to facilitate the trade of Canadian goods and services with these countries.
At the technical committee table
Developing standards relies heavily on the hard work of expert volunteers from around the world, and Canada’s experts are being heard.
This year, Canada had participating status on 415 international technical committees and observing status on another 50. Those participants are also leaders. At the end of fiscal 2018-19, Canadians held 193 leadership positions within international technical committees. These included 24 chair positions and 152 conveners. Additionally, in 2018-19, Canada held the secretariat for 17 international technical committees including ISO/TC 176 which is responsible for quality management systems and ISO/TC 207 responsible for environmental management systems. International leadership is a key strategic objective of SCC, and working within international standards bodies ensures Canada’s voice is heard.
Supporting gender equality in standardization
Greater inclusion of women in standards and standards development is an important priority for SCC, one with ties to the UN’s Sustainable Development Goals as well as the Canadian government’s commitment to gender equality.
In November, SCC attended the United Nations Economic Commission for Europe Working Party 6 on the gender responsive standards initiative. SCC supported the Permanent Mission of Canada in Geneva by addressing the Working Party, and outlined our commitment to developing a strategy to improve gender balance and gender expertise in Canada’s standardization network. Since then, SCC has created an internal Gender and Standards Working Group to ensure gender is a consideration in SCC’s standardization policies and to increase awareness in the workplace.
Canada is among one of the first countries to quantify the participation of women on SCC’s ISO/IEC mirror committees. Currently, women account for approximately 25 per cent of ISO mirror committee participants, and 9 per cent for IEC, even though they account for 47 per cent of Canada’s working population. Learning the numbers is a key first step to developing plans to better include women in standards development.
Culture of Excellence
A high-performing and knowledge-based workforce
SCC’s ability to deliver value to Canada depends on attracting and retaining the best and the brightest. Staff must have the tools, knowledge and expertise to seize opportunities and develop standardization strategies that not only support innovation, but also protect Canadian consumers, promote trade, support sustainable development and fuel our economy.
Investing in staff at all levels of the organization ensures everyone has the skills they need to help us deliver on our ambitious goals. Through its investment in employee engagement and professional development, SCC is well positioned to retain the expert staff needed to follow through on our plan to build an even stronger standardization network. Our talent management strategy also includes succession planning to identify and develop the next generation of leaders so we continue to have a team of the best people going forward.
At SCC, where over 50 per cent of all employees are women, we take pride in empowering women to seize opportunities to participate and lead in standardization, including through international standards development. As well, SCC delivered on its commitment to ensure all employees are treated fairly within our organization and moved to implement an employment equity program. This program ensures that women, Indigenous peoples, persons with disabilities and visible minorities are equitably represented at all levels within our workforce.

In 2018–2019, SCC’s total revenue (excluding federal government funding) was $11.0 million, which was 5 per cent higher than the $10.5 million recorded during 2017–2018. The increase from last year was primarily due to an increase of $0.5 million in royalty revenues from the sale of standards and an increase of $0.1 million in Other Income.

Publication of ISO 45001:2018 - Occupational health and safety management systems
To improve occupational health and safety globally, ISO has developed a new standard, ISO 45001 - Occupational health and safety management systems. The standard has been developed by a committee of occupational health and safety experts, and follows other management system approaches such as ISO 14001 and ISO 9001.

SCC CEO John Walter began term as ISO President on Jan. 1, 2018
The Standards Council of Canada is pleased to announce that Chief Executive Officer John Walter began his two-year term as President of the International Organization for Standardization (ISO) on January 1, 2018.
Canadian Leadership at the 81st IEC General Meeting
The Standards Council of Canada represents Canada at the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC). By taking on international leadership positions and being involved in key standardization committees, Canada has considerable input into standardization at the international level.
ISO/IEC 17025, general requirements for the competence of testing and calibration laboratories, is the international reference for the testing and calibration of laboratories wanting to demonstrate their capacity to deliver trusted results. The international standard contains a set of requirements that enable laboratories to improve their ability to produce consistently valid results. The standard has been revised with significant changes.
Getting on the Same Page When It Comes to Date and Time
In 1988, the International Standards Organization (ISO) launched ISO 8601 to provide a standardized way to represent dates using numbers. Thirty years later, listing the date as the year/month/day has become the accepted standard in countries around the world.
ISO has published ISO 20245:2017 – Cross-Border Trade of Second-Hand Goods
The International Organization for Standardization (ISO) has published ISO 20245:2017 – Cross-Border Trade of Second-Hand Goods, which establishes minimum screening criteria for second-hand goods that are traded, sold, offered for sale, donated or exchanged between countries. The intention of this standard is to protect consumers' health, safety and the environment in which they interact when using second-hand goods.

Health Standards Organization (HSO) has been accredited by SCC to develop National Standards of Canada. HSO develops world-class standards, innovative assessment programs, new technologies and activation services for accreditation bodies, governments and associations.
SCC signs Cooperation Agreement with Peru’s National Standards Body
SCC was pleased to sign a Cooperation Agreement with the Instituto Nacional de Calidad (INACAL), the national standards body of Peru. The signing took place on October 10, 2017, at the 81st General Meeting of the International Electrotechnical Commission in Vladivostok, Russia.
Canadian Industry Leader Elected as International Chair of ISO Committee
SCC is pleased to announce that Mr. Christoph Martens has been elected to serve as the International Chair of the ISO subcommittee for Operator controls, operator symbols and other displays, operator manuals (ISO/TC 23/SC 14).
SCC met with representatives from China’s General Administration of Quality Supervision, Inspection and Quarantine to discuss how ongoing cooperation on standardization between Canada and China can facilitate trade between the two countries.

New Canadian standard will strengthen consumer product safety throughout global supply chains
SCC and Underwriters Laboratories (UL) announced the publication of a new National Adoption of Canada that provides practical guidance to suppliers on assessing and managing the safety of consumer products, including effective documentation of risk assessment and risk management.
Canada 150: Canada publishes world’s first standard to protect employee mental health
Canada released the world’s first standard on employee mental health in the workplace.
Mental illness is the fastest growing disability claim in Canada’s workplaces. According to the Mental Health Commission of Canada (MHCC)(link is external), mental illness leads to 35 million lost work days every year in Canada. If not addressed, mental health problems are estimated to cost Canadian businesses $198 billion in lost productivity over the next 30 years.

Regional Collaboration in a Global Environment
The Standards Council of Canada is pleased and honoured to host the annual general meetings of the Pan American Standards Commission (COPANT) and the Pacific Area Standards Congress (PASC) in Vancouver, British Columbia from April 30 to May 5, 2017. The theme of this year’s joint conference is “Regional Collaboration in a Global Environment.”

SCC Hosts Annual ISO/CASCO Plenary Meeting
The Standards Council of Canada is delighted to be hosting the 32nd annual plenary meeting and international workshop of the International Organization for Standardization’s Committee on Conformity Assessment (ISO/CASCO) in Vancouver, British Columbia from April 24-28, 2017. ISO/CASCO is the ISO committee that develops policy and publishes standards related to conformity assessment.

SCC Signs Cooperation Agreement with Bolivia’s National Standards Body
The Standards Council of Canada (SCC) announced the recent signing of a cooperation agreement with the Instituto Boliviano de Normalizaciόn y Calidad (IBNORCA), the national standards body of Bolivia.
This agreement will facilitate the exchange of information on standardization and, by doing so, will further improve the mutually beneficial relationship between SCC and IBNORCA.

The International Organization for Standardization announces new Secretary-General
The International Organization for Standardization (ISO) recently announced the appointment of Mr. Sergio Mujica to the position of ISO Secretary-General. On behalf of the Standards Council of Canada, CEO John Walter offered congratulations on the appointment and noted that Mr. Mujica’s background and significant experience will serve ISO and the international standards community well.

International Recognition Eases Access to Asia-Pacific Region
SCC is making it easier for Canadian businesses to market their goods and services to customers in the Asia-Pacific region, by participating in the Mutual Recognition Arrangement (MRA) developed by the Asia-Pacific Laboratory Accreditation Cooperation. The Mutual Recognition Arrangement facilitates the acceptance of conformity assessment results between the organizations that signed the MRA.

Experts Combat Community Flooding, Canada’s Costliest Extreme Weather Challenge
The Standards Council of Canada (SCC) and the Intact Centre on Climate Adaptation (Intact Centre) at the University of Waterloo will join forces to develop a new report on best practices for making new residential communities flood-resilient. The partnership comes as a result of the growing number of costly and severe flooding events in various parts of the country.
SCC is proud to be a founding member of the RNF Association.The development of the RNF Association actually dates back to 2006, when Abdou Diouf, Secretary-General of Organisation internationale de la Francophonie (OIF), addressed delegates from the International Organization for Standardization (ISO), SCC, BNQ and AFNOR in Paris. The parties agreed to strengthen cooperation between their organizations and increase the participation of francophones in standardization.

The Standards Council of Canada (SCC) works with government and industry to support the use of standards as a means to protect the well-being of Canadians. When used as a complement to regulation, standards can help to safeguard the health and safety of Canadian citizens and ensure market access by certifying compatibility. New national standard will help ensure infrastructure resiliency in Canada’s North
The Standards Council of Canada (SCC) and the Bureau de normalisation du Québec (BNQ) announced the publication of a new National Standard of Canada (NSC) that will help ensure that infrastructure built in Canada’s North is adequately prepared for the uncertainties of a changing climate.
Chatting with a standards maker: Canada’s Alice Sturgeon
Over the past 20 years, Alice Sturgeon has been extensively involved in standardization, primarily with the International Organization for Standardization (ISO), in information security and identity management planning and management, as well as risk, cryptography, biometrics and smart cards. In recognition of her contributions, SCC presented Ms. Sturgeon with a certificate of recognition and sat down with her to discuss her impressive career and the importance of standards.
Canada 150: SCC helps level the playing field at 2010 Vancouver Winter Olympic Games
Canadians will remember the 2010 Vancouver Olympics for many reasons, most notably as the year when Canada broke the record for winning the most gold medals at the Winter Games. The record – 14 medals – has yet to be broken or met.
However, there is another reason to be proud about the success of the Vancouver 2010 Winter Olympics: the Standards Council of Canada helped to ensure fair play by accrediting the Olympics’ temporary anti-doping lab in Richmond British Columbia, in collaboration with the Bureau de normalisation du Québec (BNQ).
