iNEMI will hold an open discussion to identify key areas of concern and potential projects around two gaps identified in the iNEMI Sustainable Electronics Technical Plan: 

  • Lack of harmonization in global materials regulations impacting the electronics manufacturing supply chain
  • Inefficiency in material data collection and reporting 

These two gaps, and likely any projects to work on them, are intertwined, and a larger audience is needed to discuss these gaps.  Several activities/potential projects have been discussed, including: 

  • Review the existing and known future global materials regulations and de facto regulations and the reporting required by each, such as (but not limited to) REACH, EPEAT, “Conflict Minerals” and the various RoHS regulations around the world.  
  • Can best practices in reporting be collected or developed and then adopted by industry and/or regulators? 
  • How is data for external reporting best collected today, both internally by organizations and externally via online databases — e.g., European Chemicals Agency’s (ECHA’s) SCIP (substances of concern in products) database. 

The webinar will be led by Julio Vargas (IBM) and Kelly Scanlon (IPC) and is open to members and non-members. Advance registration is required (see link below).

Energy-Efficiency Regulations to Be Harmonized Under USMCA

As part of the new trade agreement between the United States, Mexico, and Canada, federal agencies will seek to harmonize their energy conservation Standards and test procedures for regulated products. With the goals of increasing energy efficiency and facilitating market access, the three national regulators are to endeavor to harmonize mandatory regulations over the first nine years of the new agreement and promote open and transparent voluntary initiatives.The United States–Mexico-Canada Agreement (USMCA), signed November 30, 2018, builds on, modernizes, and is meant to replace the North American Free Trade Agreement (NAFTA). Annex 12-D of Chapter 12 of USMCA commits the governments to seek to harmonize mandatory energy-efficiency Standards and test procedures and to ensure voluntary initiatives, such as the U.S. government’s ENERGY STAR® program, do not create trade barriers.Specifically, for products that all three countries already regulate for energy conservation, the governments will try to harmonize the test procedures for those products during the first eight years of the USMCA. Similarly, the regulators will seek to harmonize the applicable energy performance Standards within nine years. In addition, when developing or modifying energy performance Standards or test procedures for a product, each regulator must give consideration to Standards and test procedures already in place in the partner countries, including industry Standards. While encouraging the use of voluntary programs and mechanisms, the agreement specifies such arrangements should be “open, transparent, and designed in a manner that maximizes benefits to consumers and environmental benefits, and avoids the creation of unnecessary barriers to trade.”Finally, the annex also commits the three countries to facilitate and promote trade and investment in “clean technologies.”USMCA also contains a separate chapter on environmental issues, including but not limited to cooperation on air quality, litter, and wildlife protection, as well as enforcement of national laws. The original NAFTA does not contain any commitments on environmental issues, but in conjunction with the trade agreement the three countries created in 1994 a separate North American Agreement on Environmental Cooperation. In contrast, USMCA commitments on environmental protection, contained in Chapter 24, are fully part of the trade agreement and enforceable. Mexico’s Congress ratified USMCA on June 19. The U.S. Congress and the Canadian Parliament are expected to act on USMCA legislation as early as September. When USMCA enters into force, Mexico’s Economy Secretary will be responsible for implementation, in coordination with partner federal agencies including the National Commission for the Efficient Use of Energy (CONUEE). In the meantime, NEMA Mexico is participating in the development of mandatory energy-efficiency regulations under development in several CONUEE technical working groups, including for electric motors and lighting products, in order to promote harmonization with U.S. and NEMA specifications.

“External Power Supply Improvement Act” is New Law in U.S.A.

On Friday, January 12, 2018, President Trump signed into law the External Power Supply Improvement Act (EPS), H.R. 518/S. 226. Members of the National Electrical Manufacturers Association (NEMA) lighting division commended the authors and co-sponsors who led the effort to pass this bill.

“When Congress first directed the Department of Energy to set standards for external power supplies, certain lighting technologies had not been developed,” said NEMA President and CEO Kevin J. Cosgriff. “The dynamic innovation within the lighting industry resulted in widespread adoption of light emitting diodes (LED) and organic light emitting diodes (OLED), which were originally categorized as external power supplies.

“With subsequent development of LED and OLED technology and its rising popularity for previously unanticipated uses, the standards now need to incorporate the latest lighting technology,” Cosgriff continued.

According to Cosgriff; “Having LED drivers available in the marketplace allows for the transition to more energy efficient lighting, decreasing energy use and cost for consumers. Additionally, investment in solid-state lighting technology is significant and growing.

“The legislation removes regulatory uncertainty regarding current federal regulations impacting solid state lighting drivers which could have dampened further investments and limit consumer choice,” concluded Cosgriff.

The legislation was introduced in the House by Reps. Diana DeGette (D-CO), Brett Guthrie (R-KY), Doris Matsui (D-CA), and Charlie Dent (R-PA); and in the Senate by Sens. Rob Portman (R-OH), Maria Cantwell (D-WA) and Jeanne Shaheen (D-NH).

The bill clarifies the statutory definition of “external power supplies” set forth in the EPS Act of 2005 and amends the conditions under which the Department of Energy could undertake rulemaking in the future.

Happy New Year! I am glad to say that we have engaged all roadmap teams now for the 2019 Roadmap cycle, with a productive TWG organizing meeting January 8. All teams on the call gave perspectives on their 2019 Roadmap plans, the work ahead to develop their roadmaps, and how best to engage with each other and in networks throughout the industry. As we ramp up our teams and work, I plan to ensure that the iNEMI roadmap process is an integrated and interconnected effort among the various technologies and teams.

Team Ramp-Up Underway

All Product Emulator Group (PEG) and Technology Working Group (TWG) teams now have materials for starting their 2019 Roadmap work with their teams. As part of the January 8 TWG organizing WebEx, we reviewed the tasks at hand and, prior to the call, sent pre-formatted chapter templates for the 2019 TWG chapters, previous 2017 TWG chapters in Word, plus the 2017 iNEMI Roadmap Executive Summary to the TWG chairs and co-chairs. PEG teams received their materials in October 2017. iNEMI is providing other aspects of team support, such as file share areas and marketing for team recruitment, especially for PEG and TWG chairs to lead these teams:

1. Consumer & Office Systems PEG (Chair & Co-Chair)
2. Portable & Wireless PEG (Chair & Co-Chair)
3. Automotive PEG (Chair & Co-chair)
4. IoT & Wearables PEG (Chair)
5. RF Components & Subsystems TWG (Chair & Co-Chair)

A New Topic for 2019 Roadmap – Smart Manufacturing

We are also continuing to develop a new roadmap topic area—smart manufacturing. We are meeting with industry experts interested in leading a team and working with other iNEMI roadmap teams to best scope the topics to be addressed in the 2019 Roadmap. Aspects of “smart” manufacturing include, for example, IoT, data management, and digital plant lifecycle management (DPLM), as well as concepts of Industry 4.0 and smart factories.

Our task will be to identify the missing attributes for smart manufacturing for a variety of items not covered by existing roadmap teams to minimize overlaps yet satisfy gaps in content with other PEGs or TWGs. Whether we form a new PEG or a new TWG, or combine the topic of smart manufacturing with an existing team will be decided soon.

Coming Soon: Prismark Industry Analysis Report

The industry analysis report provided through Prismark Partners will be released as an early draft in February. This report will provide background information for the final PEG emulator spreadsheet updates and the resulting work by the TWGs. The PEG teams have reviewed their key attributes for this cycle and, to date, no major changes have been suggested for the emulator spreadsheet. We will continue to update as we receive new insight from this industry analysis.

Be a Part of the Effort

Interested in being a roadmap PEG or TWG team member (or chair)? You do not need to be an iNEMI member to participate in the roadmap. Participation is open to all subject matter experts that have the expertise and are willing to commit a couple of hours a month to develop content with other team members, attend our roadmap webinars, and volunteer to write or review the team reports.

The 2019 Roadmap is currently organized into 28 groups, representing the individual roadmap chapters: seven PEGs, which cover product sectors, and 21 TWGs, which cover technology and business/infrastructure areas. See a list of current PEGs and TWGs, as well as the roles and requirements for roadmap team participants.

Join Us — PEG Workshop/TWG Kick-Off at APEX (February 25 & 26; San Diego, California)

We will kick off TWG activities with a meeting held in conjunction with APEX EXPO 2018 on Sunday, February 25 (1:30-5:00 p.m. PST) and Monday, February 26 (8:00 a.m. - 5:00 p.m. PST). Meetings will be held in room 5B of the San Diego Convention Center.

This meeting formally starts the work of TWG chapter planning. Day 1 will include a set of PEG presentations to provide information about existing and new product sector needs over the next 10 years. Day 2 will focus on TWG activities and include working break-out sessions. See agenda.

All PEG and TWG team members are strongly encouraged to attend and represent their teams. If a chair or co-chair cannot attend in person, please plan to send a delegate on your team’s behalf, or to call in through WebEx. Presentation templates, additional meeting details and materials to be reviewed in advance will be distributed soon. Registration is now open for this event.

New information paradigm: The renewable energy age

 
 

Technology solutions to support renewable energy integration are already available, but challenges to widespread global deployment remain.

To develop a successful national strategy on power sector transformation, policymakers must anticipate the effects this transformation will have on economic development, energy security and the environment -- ensuring data collection and energy planning tools are in place, examine existing flexibility options, and secure human capacity to develop and adapt technologies to local conditions. That is according to "The Age of Renewable Power," a report from the International Renewable Energy Agency (IRENA).

"There is enormous growth potential for solar photovoltaics and wind power in almost all countries, but we are still at a relatively early stage in global deployment" said IRENA Director-General Adnan Z. Amin. "The development of national roadmaps for power sector transformation can ensure that measures are adapted to local conditions, stakeholders are aligned at an early stage, and ambitious renewable energy targets are realized."

Stakeholder engagement, like that of utilities, is critical in the development of national roadmaps. Utilities are a central stakeholder in the power sector with vast experience in managing generation assets and power flows, and dealing with sudden events. However, the power sector transformation will attract new stakeholders, and the role of existing stakeholders will change.

The need for more distributed control systems will also introduce a new information paradigm, according to the report, with impacts on data processing capabilities, data sharing, privacy laws, communication protocols, and data security measures.

The report is part of IRENA's support to the G20 commitment to renewable energy, and supports the Ministers of the Clean Energy Ministerial, who announced their intent to establish national roadmaps to achieve a power system transformation last week at the G20 Energy Ministers Meeting in Istanbul. Participants endorsed an 11-point Communiqué, including the adoption of a renewable energy toolkit, which provides options for G20 countries to take a long-term, integrated and sustainable approach to enhanced deployment of renewable energy. This is the first time renewable energy is on the G20 agenda.

"The G20 countries hold 75 percent of total global deployment potential and 70 percent of total global investment potential for renewable energy between now and 2030," said Amin. "With this tremendous market opportunity before them, concerted and coordinated action undertaken by G20 countries to advance renewable energy can really move the needle on global deployment as we transition to a clean energy future."

In addition to the focus given to renewable energy in the Communiqué, ministers also placed high importance on energy access, international cooperation, market transparency, energy security, energy efficiency, clean energy innovation and climate change.

Emphasizing that there is no one-size-fits-all solution for embracing renewables, and that policy frameworks should be customized to align with domestic context and national sustainable development priorities, the toolkit adopted by the G20 has five focus areas:  driving down technology costs; exchanging good practices on enabling policy frameworks and power system integration; mobilizing finance through risk mitigation; technology potentials and roadmaps; and accelerating the deployment of modern bioenergy.

"Renewable energy has made incredible progress in recent years and there is no doubt of its potential for long-term growth and ability to contribute to a path of sustainable development," said H.E. Ali Rıza Alaboyun, Minister of Energy and Natural Resources of Turkey. "We welcome the adoption of the renewable energy toolkit as it is in line with the Turkish G20 Presidency's 'three I' priorities of inclusiveness, investment for growth and implementation."

Already hosting 80 percent of existing renewable power generation capacity around the world, G20 countries will be the main drivers for the power sector in the next decade. In this respect, G20 countries are well-placed to develop and deploy good planning practices to accommodate higher shares of variable renewables and develop possible options for power-sector planning. This requires incorporating the full suite of flexibility options -- including demand side management, smart grid technologies, electricity storage and the use of other fuels -- in order to seamlessly, and at least cost, integrate higher shares of variable renewable electricity into the system and fill the gaps caused by output variability.

Energy Department Invests $600,000 in University-Industry Partnerships to Enhance Building Efficiency

​ The Energy Department today announced $600,000 in funding to help American universities to establish stronger partnerships with industry and business in the area of building efficiency, supporting the Obama Administration’s goal of doubling energy productivity by 2030 and developing the nation’s clean energy workforce.

A recent study by the National Research Council found that increasing the competitiveness of American universities in building energy efficiency research and development is of great importance, and that universities need to develop stronger partnerships with business and industry in this area. In addition, the Society of Manufacturing Engineers has emphasized the need for expanding manufacturing education at all levels, including undergraduate and graduate students.

The selections for the Building University Innovators and Leaders Development (BUILD) awards support efforts by American universities to more effectively compete for building energy efficiency research and development funding, develop partnerships with industry, and improve manufacturing education. Each selected project will receive $200,000 in funding; more than 50% of expenditures in each project will be used to support undergraduate students.

The projects selected for award negotiations are:
  • Drexel University (Philadelphia, Pennsylvania): The Drexel University project will develop an innovative and cost-effective automated fault detection and diagnostics tool that integrates statistical process control, machine learning, and rule-based methods to reduce building energy consumption. To enhance the tool’s plug-and-play capability and potential market penetration, it will be compatible with VOLTTRON, an open-source software platform that is highly interoperable.
  • Georgia Institute of Technology (Atlanta, Georgia): Georgia Tech will support 20 student project teams in developing building energy efficiency technologies through a capstone design project. Students will gain hands-on product design experience, including the manufacturing and testing of a prototype solution, as well as publically demonstrating the solution at the Capstone Design Expo. Student teams partner with company sponsors, which will foster student employment in the building energy efficiency sector.
  • University of California, Davis (Davis, California): University of California, Davis will have undergraduate students work with industry partners to develop and validate a new EnergyPlus solution to model hybrid rooftop air conditioners. This model will integrate the function of multiple cooling elements to gain climate-specific advantages in comfort and efficiency.
The Energy Department's Office of Energy Efficiency and Renewable Energy (EERE) accelerates development and facilitates deployment of energy efficiency and renewable energy technologies and market-based solutions that strengthen U.S. energy security, environmental quality, and economic vitality. EERE supports innovative technologies that reduce both risk and costs of bringing energy efficient building technologies online. NEMA Motor & Generator Section Announces Motor Efficiency Regulation Webinars

​The National Electrical Manufacturers Association (NEMA) Motor & Generator Section will host a series of webinars in April related to the U.S. Department of Energy’s (DOE) motor regulation, which takes effect on June 1, 2016.

DOE recently amended Section 431 of the federal energy code covering the efficiency of electric motors. The NEMA Motor & Generator Section created a presentation detailing how coverage of electric motors will change in the new regulation. The section’s Energy Management Committee Chairman Rob Boteler and Immediate Past Chairman John Malinowski have teamed up—with input from other section members and NEMA staff—to explain the impact of this amendment to end users and OEMs in the U.S.

The amendment will affect most motors from one to 500 horsepower sold in the U.S. The regulation has passed all necessary process points within DOE and will go into effect with no additional modification or change. The amendment offers clearer product descriptions and definitions, which make it easier to enforce DOE regulation.

Smart Grid Interoperability Panel (SGIP)

Today's political climates demand significant physical and intelligence shifts across the electrical grid, especially as the grid is less predictable and more dispersed than ever before. Reliability is increasingly difficult to maintain through traditional operations. Interoperability, the driving force for integrating new components and technology into the smart grid, is in high demand. From generation to consumption, interconnected objects must be able to work together to enable a resilient and reliable source of electricity. 

Generation

Interoperability is critical in planning for and building grid architecture. There must be a common model to create a resilient and reliable grid, starting with generation. This is especially true as utilities integrate variable energy sources. Further, centralized generation is giving way to a distributed model as systems like rooftop solar are introduced. These unpredictable conditions can pose significant issues for electricity companies. Interoperability, enabled by standards, allows utilities to "plug and play" distributed and variable generation sources, while also helping them monitor and manage power demand and supply in real-time.

Transmission

Interoperability plays a major role ensuring the resilience, reliability, and power management of the smart grid. Interoperability allows for the integration of new technology, such as synchrophasors, which provide utilities with timely, actionable visibility into grid operations that has never before been available.

Distribution

The distribution system is now operated in ways that it was never designed for. Interoperability is critical in integrating new systems like microgrids, renewable energy, energy storage, electric vehicles, and demand response. Why? It expedites integration, lowers cost, and reduces maintenance, which makes the blending of new components simpler and quicker.

Consumption

There are thousands of devices—with more to come—that connect the home to the grid. Interoperability ensures that these connections are secure and reliable, and that consumers experience the most affordable electricity. Interoperability has also enabled consumers the opportunity to effectively manage their energy and control their energy costs. For example, the Green Button initiative currently allows 60 million households to access and interact with their energy usage information.

The Department of Energy recently revised its October 2013 report titled, Dimming LEDs with Phase-Cut Dimmers: The Specifier’s Process for Maximizing Success, to include a recommendation of a NEMA lighting standard, SSL 7A-2013 Phase Cut Dimming for Solid State Lighting: Basic Compatibility. This is big news for the lighting industry, and here to provide more details is Lutron’s Rob Nachtrieb. He is chair of the NEMA Lighting Controls Section and former chair of the committee that created SSL 7A.

The American National Standards Institute (ANSI) announced its 2014 Leadership and Service Award winners. Among them are former National Electrical Manufacturers Association (NEMA) President and CEO Evan R. Gaddis and John Goodsell, vice president of engineering and product development (retired) for Hubbell Inc., a NEMA member company.

According to Christopher B. Curtis, chairman of the NEMA Board of Governors, the ANSI awards reflect NEMA’s commitment to excellence.

“These recipients have been recognized for significant contributions to national and international standardization activities. On behalf of the NEMA Board of Governors, I am proud of their work and thank them for their ongoing dedication to the industry and for enhancing global voluntary consensus standards.”

Gaddis will receive the 2014 ANSI Chairman Award for outstanding accomplishments on behalf of ANSI or the ANSI Federation.

Goodsell will receive the 2014 Elihu Thomson Electrotechnology Medal, which honors an individual who has contributed in an exceptional, dedicated way to the field of electrotechnology standardization, conformity assessment, and related activities at national and international levels.

Lutron Electronics Design and Development Leader Ethan Biery will receive a Next Generation Award, which recognizes individuals who have demonstrated vision, leadership, dedication, and significant contributions in standardization or conformity assessment activities for less than eight years.

Michael Babiak Energizer Battery Manufacturing, Inc. Director of Technology, and John Young, technical consultant at Siemens Industry Inc., will receive Meritorious Service Awards in recognition of outstanding contributions to the U.S. voluntary standardization system.

ANSI will honor all award recipients during an October 22 ceremony held in conjunction with World Standards Week 2014 in Washington, D.C.

The U.S. Environmental Protection Agency (EPA) and the National Electrical Manufacturers Association (NEMA) welcome lighting stakeholders to a rescheduled initial road mapping discussion on January 30, 2014 from 1:00 – 5:00PM EST at NEMA headquarters in Rosslyn, VA. This meeting is expected to be the first in a series intended to facilitate engagement on ENERGY STAR lighting topics. Please find a draft agenda attached, and RSVP via email by December 30th to Alex Boesenberg at Alex.Boesenberg@nema.org. Due to space limitations we ask that organizations limit participation to a single representative.

Meeting Objectives

This meeting offers participants a unique and meaningful opportunity to identify, prioritize, and begin to work together on lighting topics that will help shape the future of lighting efficiency efforts. To make the most of this opportunity, EPA and NEMA ask that you prepare in two important ways:

1) Attend the ENERGY STAR lighting webinars on December 5th 2013 to get the latest in program developments. ENERGY STAR program documents that describe current lighting requirements and the specification development process are available on the ENERGY STAR website for your review (titles and links noted below).

2) Identify several topics to discuss and share with EPA and NEMA via email at Jantz-Sell.Taylor@epa.gov and Alex.Boesenberg@nema.org. Your thoughts on topics that this unique group of lighting stakeholders can work on together both at this meeting and afterwards to contribute to future lighting efficiency efforts. Two examples of discussion topics previously identified include:

a. Communicating lamps (delivering consumer convenience with lowest power possible)

b. Faster methods for certification of next generation LED lamps while maintaining quality

At this meeting, participants will prioritize topics and break into groups to begin their joint work. Please find the draft meeting agenda attached and provide your feedback to EPA and NEMA by January 10th 2014.

Michael Babiak, who began his employment with Energizer in 1974, currently serves as chair of the American National Standards Institute (ANSI) ASC C18 on Portable Cells and Batteries and the International Electrotechnical Commission (IEC) TC35 on Primary Cells and Batteries. He is recognized as a certified quality engineer by the American Society for Quality Control. Mr. Babiak will retire at the end of this year having been involved with standardization activities and NEMA for more than 40 years. During that time he participated in more than two dozen NEMA product sections and other technical activities, most recently as the chair of the NEMA Dry Battery Section.

Host Sites Needed for N.C. Electric Vehicle Fast Charge Stations

Electric Vehicle Fast Charge StationsAdvanced Energy (advancedenergy.org), a nationally-recognized nonprofit based in Raleigh, N.C., committed to working with stakeholders to help them understand, plan for and implement successful emerging transportation programs, is seeking qualified sites in the Charlotte and Research Triangle Park metropolitan areas of North Carolina to host quick charge electric-vehicle fueling equipment for public access.

Host sites are locations at existing commercial or retail enterprises that are interested in partnering with Advanced Energy for the installation and operation of electric vehicle charging equipment at their location. Chosen sites will receive, free of charge, a direct current (dc) fast charger valued over $25,000. The dc fast chargers are ideal for high traffic areas at shopping centers, gas stations and convenience locations along major transportation corridors and can charge a typical plug-in electric vehicle in 30 minutes or less. Host sites will benefit from increased visibility and foot traffic as well as a heightened sustainability profile for their business.

As the number of electric vehicles continues to grow, dc fast chargers are coming to the market. In an effort to build the market for EVs, fast chargers will help address range anxiety.

Booming U.S. Car Industry Boosting Demand for Components

[CWIEME] The recovering automotive industry has led to a significant increase in demand for components, according to the organizers of North America’s largest coil winding, insulation, and electrical manufacturing exhibition (CWIEME).

U.S. car sales jumped by over 13% in 2012 and in July 2013 sales reached their best level for seven years as low interest rates and  favourable exchange rates helped revitalise the sector and demand for motors and other electrical components.

CWIEME Chicago, being held at the DE Stephens Convention Centre from 8 to 10 October 2013, is expected to draw over 1400 visitors and 160 exhibitors, of which 50% will be senior design engineers and purchasing managers from the automotive industry.

According to the organizers, i2i Events Group, the recovering U.S. auto industry and a move towards ‘in-sourcing’ of manufacturing jobs away from lower cost pan-Asian countries are just two reasons why CWIEME 2013 is expected to draw its biggest ever attendance.

Helium Crisis

Helium (He)Without quick action by Congress to continue and amend the existing Helium Act (50 U.S.C. §167), the Bureau of Land Management (BLM) has indicated it will be forced to stop selling helium from the U.S. reserve, a major domestic source of this gas. In order to cease trading by October 7, 2013, BLM will need to empty the pipeline, close compressors, and implement other “shutdown” procedures commencing September 15, 2013.  Although refiners may be able to extend that date to September 20 or 25, because of a coincidental interruption from a major commercial helium supplier, any September shutdown by BLM will have a dramatic and dire effect on the U.S. supply.

The consequences would be severe on the magnetic resonance imaging (MRI) market, and by extension there will be consequences for healthcare providers. Maximum global manufacturing capacity of helium is estimated at 240 million liters per year (20 million liters/month). The manufacturers of MRIs are estimated to purchase approximately 36 million liters of helium per year (3 million liters/month).

Current production problems have restricted output to roughly 175 million liters per year (14.5 million per month), or approximately 70% of manufacturing capacity. Because some industries have been able to substitute other gases or have found better ways to use the gas (e.g., gas chromatography switches to hydrogen and welding to argon), industrial consumers have been able to cope with global production at 70% of capacity.

Healthcare providers, including hospitals, will likely be impacted by the further constriction in supply.  Of the estimated 36 million liters per year of helium purchased by MRI manufacturers under current conditions, it is estimated that at least 15–16 million liters per year of those purchases is used to service MRI scanners in hospitals. If BLM stops production in September and there is a major reduction of global capacity under the scenario outlined above, less helium will be available for all purposes, including MRI maintenance. In the worst case scenario, it is likely that hospitals would have to reduce or cease providing MRI scanning services temporarily.

NEMA Announces Carbon Footprint Report

Global Carbon FootprintRegulatory trends and market dynamics have steadily increased the need for manufacturers to measure and influence the environmental impacts of their products. A key element of environmental impact is a product’s energy use and links to greenhouse gas emissions, sometimes referred to as a product's “carbon footprint.”

Characterizing the carbon impacts of a product can require an evaluation of the product’s entire life cycle, including raw material extraction and transportation, manufacturing (or service provision), distribution, consumer use, and end-of-life disposition. But a more streamlined and cost-effective approach is to identify the principal “drivers” of carbon impact within a product and characterize the effect of changes in those factors.

A range of tools, created by public and private organizations, have emerged in this area of applied research. But there has been no standard approach or methodology for carbon footprint estimation developed specifically for the electrical product industry.

Reminder: Make Plans to Attend NEMA Recycling Summit

On behalf of its members, NEMA supports appropriate end-of-life management of electrical products. The preferred option in most cases is recycling, particularly if the product contains potentially hazardous materials or provides an economic benefit once recovered.

Recycling is economically and operationally complex, but can also be a contentious political issue. Several NEMA sections that supply consumer oriented-products (e.g., lamps, batteries) have wrestled with recycling challenges for years. Others have turned their attention to the issue more recently in response to regulatory, environmental, or financial considerations. Virtually all activity in NEMA devoted to recycling takes place in “silos,” but with little, if any, cross-sectional collaboration.

NEMA’s upcoming recycling summit aims to address this lack of communication by bringing the industry’s collective experts into the same room to discuss whether and how sections can work together to find solutions. This one-day event will take place from 8:30 a.m. to 4:00 p.m. EDT on Tuesday, July 30, 2013, at NEMA’s new conference center located within its Rosslyn, Virginia headquarters. The agenda will include a review of existing NEMA recycling initiatives, a presentation by a leading waste management company, an outside guest who will discuss how another industry sector has addressed the issue, and ample time for open discussion.

Z535 Standard Considered by OSHA

Occupational Safety and Health Administration (OSHA) - LogoThe Occupational Safety and Health Administration (OSHA) published two items in the June 13, 2013, Federal Register pertaining to updating its regulations to incorporate references to the ANSI Z535 series of standards, which are published by NEMA:

Both rules effectively do the same thing—adding references to Z535.1-2006 (R2011), Z535.2-2011, and Z535.5-2011 to OSHA regulations while retaining existing references to earlier standards.

There are two main benefits to the OSHA rulemaking: (1) it alleviates the potential situation whereby an employer choosing to use signs that comply with the new standards technically would be violating OSHA regulations and could be assessed a de minimus citation; and (2) it lessens the likelihood that OSHA will receive adverse comments since the change allows, but does not mandate, employers to use ANSI Z535.

One of two things is bound to happen. If OSHA does not receive a significant volume of adverse comments on the Direct Final Rule by July 15, 2013 (the comment deadline), the rule will be finalized and become effective on September 11, 2013, and the Notice of Proposed Rulemaking will be withdrawn. Conversely, if OSHA receives a significant volume of adverse comments they will withdraw the Direct Final Rule and proceed with the Notice of Proposed Rulemaking.

Public comments for both the Direct Final Rule and the Notice of Proposed Rulemaking are due by July 15, 2013.

NEMA publishes the ANSI Z535 series of standards for safety signs and colors. Composed of six documents and a color chart, these standards depict and explain the unique properties that can alert people to hazards in the workplace and at home. Each standard within this series has distinctive properties and collectively they prevent accidents and injuries.

Never has this been so clear as in the aftermath of Superstorm Sandy. When Sandy hit, millions of people were confronted not only with destruction of their property, but with loss of power and services as well. Families, businesses, and first responders struggled to put their lives back together. As the 2013 hurricane season begins, what have we learned about how we can prepare for, respond to, and rebuild after major weather events?

On June 13, NEMA will host an event to explore these critical questions: What have we learned from Sandy, and how can we be ready for the next big storm? The keynote speaker will be Rep. Peter King (R-NY), who will provide an update on rebuilding efforts in his home of New York. Additional speakers will include Evan Gaddis, NEMA President and CEO; Don Hendler, President and CEO Leviton Manufacturing; and Brett Brenner, President, Electric Safety Foundation International.

NEMA Sponsors Reception for Congressional High Performance Buildings Week

NEMA kicked off Congressional High Performance Buildings Week on Tuesday with a reception to thank U.S. Representatives David McKinley (R-WV) and Peter Welch (D-VT) for assuming the co-chairmanship of the High Performance Buildings Congressional Caucus. The caucus was formed in 2008 to educate federal policymakers on the ways that buildings can help reduce energy waste while providing occupants with safe, sustainable, affordable, and aesthetically pleasing buildings to live and work in.

The reception featured remarks from Reps. McKinley and Welch, as well as the chairman of NEMA’s High Performance Buildings Council, Jim Pauley of Schneider Electric. Mr. Pauley thanked the Congressmen for setting an example for the rest of Congress on bipartisan cooperation, and underscored that increasing building performance is something on which both parties can agree. He noted that increasing the energy efficiency, sustainability, and safety of buildings should be a top priority of Congress.

Reps. McKinley and Welch recently introduced H.R. 1616, “The Energy Savings and Industrial Competitiveness Act of 2013,” the House counterpart to Sens. Shaheen (D-NH) and Portman (R-OH) bill, which NEMA has publicly endorsed.

NEMA is working closely with Congress and the Obama Administration to promote high performance buildings through the work of the NEMA High Performance Buildings Council, which was established to promote the adoption of high performance NEMA-scope products and systems that increase the energy efficiency, safety, resilience, sustainability, productivity, and security of federal, commercial, and multi-family residential buildings.

NEMA Issues Guidance on Spring Floods

Areas in North Dakota are beginning preparations
in anticipation of the Red River flooding as a result
of spring snowmelt and rain.

“Replacing water-damaged equipment is very important. It’s amazing to see the damage caused
by floodwater contamination and in such a short time,” said Lyle Wergeland, director of inspections, North Dakota State Electrical Board. “The electrical wiring, devices, and equipment in your home were not meant to ever come in contact with water. We would hate to see you work so hard to save your property only to lose it to an electrical fire in the weeks or months after the floodwaters have receded.”

Local electrical inspectors and residents are encouraged to refer to NEMA’s Evaluating Water-Damaged Electrical Equipment publication when assessing electrical equipment that has been submerged.

“It is paramount to those affected by floodwaters to understand the importance of electrical safety when determining whether to recondition, reuse, or replace electrical products that have been damaged,” said NEMA Midwest Field Representative Don Iverson.

Other areas bracing for seasonal flooding include northeastern Oklahoma, Missouri, northern and central Illinois, southern and central Wisconsin, and parts of Lower Michigan.

“NEMA members understand the dangers from flooded electrical equipment which is why we provide the water damage guide to contractors and electrical inspectors at no charge,” said Head of NEMA Communications Paul Molitor. “Safety for both consumers and contractors has to be our first concern when the grid is recharged after a natural disaster,” he added.

NEMA and Energy Efficiency Advocates Petition for Energy Efficiency Standards for Electric Motors

The National Electrical Manufacturers Association (NEMA), its members who manufacture electric motors, and several other groups filed a petition August 15 with the U.S. Department of Energy (DOE) recommending both new and more robust energy efficiency standards for the types of electric motors used in commercial and industrial applications such as pumps, conveyors, and fans. It asks that the standards, if adopted by the end of this year, be effective January 1, 2015.

Petitioners include the American Council for an Energy-Efficient Economy (ACEEE), the Appliance Standards Awareness Project (ASAP), Earthjustice, Natural Resources Defense Council (NRDC), Alliance to Save Energy (ASE), Northwest Energy Efficiency Alliance, Northeast Energy Efficiency Partnerships, and Northwest Power and Conservation Council.

The petition is the culmination of two years of discussions among the groups. DOE was mandated to review motor efficiency to make a determination on increased efficiency requirements by the end of this year.

NEMA motor manufacturers approached ACEEE to discuss a proactive approach that would save energy and eliminate exemptions for many motor types not previously covered by U.S. standards. In addition to increasing national energy savings, the petitioners’ recommendations to curtail current exemptions will simplify enforcement and severely limit opportunities to evade regulations.

The petition increases standards for some motors and significantly increases the scope of motors that will now be covered by efficiency standards. According to DOE’s own analysis, these new standards would save about 4.4 quadrillion Btus of energy by 2044---more energy than the entire state of Florida uses in a year. The standards recommended will also save motor purchasers more than $18 billion over that span.

NEMA President and CEO Evan R. Gaddis hailed this petition and the collaboration as a tremendous step between manufacturers and energy efficiency advocates to advance policy and regulation in a responsible and meaningful way.

"We expect this recommendation will enhance competition by establishing a level playing field for all manufacturers and enhance domestic export opportunities as motor efficiency standards become globally harmonized," Gaddis said.

According to Neal Elliott, ACEEE Associate Director for Research, the consensus process through which this recommendation was developed reflects how the standards process can benefit all stakeholders.

"Motors use about half of all U.S. electricity, so motor efficiency really matters. Working together with the motor manufacturers, we’ve developed a proposal that will deliver major energy and economic savings for motor purchasers and protect the environment."

The field of Low-Voltage Direct Current is becoming more and more significant. It is being produced already by photovoltaics (solar cells) and other distributed generation systems. It is being developed for lighting systems and considered for IT Server Farms. Many consumer, industrial and commercial devices are already powered by LVDC with the need for conversion power supplies to change the voltage from wall sockets. The IEC, a key international standards development body, has established projects to establish requirements and provide guidance to technical committees for addressing source, distribution and utilization equipment for LVDC. To address the state of the art, examine the driving forces and to prognosticate about the future of LVDC, a Workshop will be held at the Hilton Crystal City hotel in Arlington, Virginia. This is the first specification developed to assist users and system designers in specifying the use of NEMA Premium electric motors.
