EPA has entered into agreements with the following foreign governments to promote specific ENERGY STAR qualified products in their markets. These partnerships are intended to unify voluntary energy-efficiency labeling programs in major global markets and make it easier for partners to participate by providing a single set of energy-efficiency qualifications, instead of a patchwork of varying country-specific requirements. Organizations that partner with our international Partners to sell ENERGY STAR qualified products in other countries are held to the same technical or eligibility requirements as the U.S. program.

Dear Energy Efficiency partners,

As many of you are aware, the Government of Canada recently announced the new Greener Homes Grant. This grant provides eligible Canadian homeowners with up to $600 for EnerGuide home evaluations and professional advice, and up to $5,000 for energy-efficient retrofits. 

This is an exciting opportunity for Canadian homeowners, retailers and manufacturers alike. We would like to clarify that the Greener Homes Grant Program is separate and apart from the ENERGY STAR Canada program even though some categories of ENERGY STAR certified products are included within the incentive tables. Please note that the lists of eligible products initially published will be updated periodically, and so registration is not immediate. If you are an ENERGY STAR Canada Participant, your products are not automatically eligible for this grant. It is important to note that there are strict limitations and guidelines that have been set for how registered affiliates are able to promote the grant, and how ENERGY STAR Canada Participants are able to promote it. Please see the recommended language below.

If your products are eligible for reimbursement through the Greener Homes Grant Program, we recommend promotional messaging that focuses on:

  • How your company is affiliated with the program
  • Your products that are eligible for reimbursement through the Greener Homes Grant Program
  • The benefits of the program for homeowners

If you are interested in promoting the program as an ENERGY STAR Canada Participant, although your products are not eligible for reimbursement through the Greener Homes Grant Program, promotional messaging should focus on the following:

  • How the program supports Canada’s environmental objectives
    • The Canada Greener Homes Grant will help Canadians make their homes more comfortable and affordable to maintain, support Canada’s environmental objectives and create jobs in communities across the country. If you are an ENERGY STAR Canada Participant who is NOT affiliated with the grant but wish to promote it, your messaging must clearly indicate this. If non-affiliated participants are misleading Canadians by providing false information regarding the eligibility of the grant and associating their products, repercussions similar to ENERGY STAR brand mis-use will be applied. 

Please also note that only ENERGY STAR Canada Participants can use the ENERGY STAR symbol in association or for promotion of the Canada Greener Homes Grant. If you are currently not an ENERGY STAR Canada Participant and would like to use the ENERGY STAR materials, apply to join the program.

(Final) Room Air Cleaners–Version 2.0 

The ENERGY STAR Version 2.0 room air cleaners specification has been finalized and will take effect July 17, 2020.

Room air cleaner products certifying for ENERGY STAR under the Version 2.0 specification will offer consumers a savings of more than 27% over conventional models. This specification establishes new requirements to recognize the most efficient products, requires reporting of key metrics for consumers, and has optional criteria for connected functionality in room air cleaners.

The use of ENERGY STAR disclaimer label for this product has changed. A webinar will be held Tuesday, October 29th from 1:00 PM – 1:30 PM to discuss the room air cleaner labeling requirements. Please register here to attend.
 
Effective immediately, manufacturers may elect to have their Certification Body (CB) certify products to Version 2.0 requirements. As of February 28, 2020, CBs will be instructed to stop certifying new product submittals to Version 1.2. Any room air cleaner manufactured as of July 17, 2020, must meet Version 2.0 requirements to bear the ENERGY STAR mark.

(Final) Computers–Version 8.0

Version 8.0 of the ENERGY STAR computer specification  has been finalized and will take effect July 15, 2020.  The Version 8.0 specification will recognize the top performing desktop computer and integrated desktop products on the market. Notebooks and thin clients were not impacted by this specification revision as criteria for these products were amended as part of Version 7.1. ENERGY STAR certified computers will use, on average, approximately 50% less energy than standard desktop computers. 

Effective immediately, manufacturers may elect to have their Certification Body (CB) certify eligible products to the Version 8.0 requirements. After March 2, 2020, CBs will be instructed to stop certifying new product submittals to Version 7.1. Any computer manufactured as of July 15, 2020, must meet Version 8.0 requirements to bear the ENERGY STAR mark.

(Reminder) Dehumidifiers–Version 5.0

The effective date for the Version 5.0 ENERGY STAR technical specification for dehumidifiers is October 31, 2019. On this date, only products certified to Version 5.0 and submitted by EPA-recognized certification bodies (CBs) using the Version 5.0 web service will appear on the list of certified models.

The Final Draft ENERGY STAR Professional Imaging Equipment Test Method has been released for review. 

The Final Draft reflects comments received from stakeholders, including: 
 
  • moving the clarified as-shipped instructions to the General Initialization section
  • updating the auto-off and default delay time to sleep instructions
  • additional clarifications for paper coating and measurement actions
Any remaining comments on this Final Draft test method may be submitted to imagingequipment@energystar.gov by August 15, 2019. All comments will be posted to the ENERGY STAR product development web page unless the submitter requests otherwise.

(In development) Luminaires–Version 2.2 
The ENERGY STAR technical specification for luminaires is under review. Minor adjustments are proposed to support new market developments and provide clarification on two requirements. Current certifications will not be affected. 

Stakeholder feedback is requested by no later than August 5, 2019 to lighting@energystar.gov. Please indicate “ENERGY STAR Luminaires V2.2 Draft Specification Comments” in the email subject line. Comments received will be posted to the U.S. Environmental Protection Agency ENERGY STAR website unless otherwise requested.

(In development) Smart Home Energy Management (SHEMS)–Version 1.0
The Final Draft of the Version 1.0 SHEMS technical specification and Partner Commitments and the Final Draft Method to Determine Field Performance have been released. It is anticipated that specification will be final by the end of August 2019.

Any final comments may be submitted to smarthomesystems@energystar.gov by August 12, 2019. All comments will be posted to the SHEMS product development web page, unless the submitter specifically requests otherwise.

(Update) Dishwashers 
An update to the technical specification for dishwashers is planned for later in 2019. If you are not already a dishwasher contact for your organization and would like to receive communications related to dishwashers, please update your contact information in the U.S. Environmental Protection Agency’s MESA.

(New) ENERGY STAR Product Categories for Appliances
Specification development efforts are planned in 2019 for the following new appliance products listed below:
  • Microwaves: In Q4 2019, a new product specification for microwave ovens is expected to be launched. 
  • Miscellaneous Refrigeration Products: In Q3 2019, a new product specification for miscellaneous refrigeration products is anticipated to start. 
  • Portable Air Conditioners: In Q3 2019, a new product specification process for portable air conditioners is planned.

(In development) Room Air Cleaners—Version 2.0

Connected functionality is being considered as an optional criteria to the technical specification for room air cleaners. 

In response to stakeholder comments on Draft 1 Version 2.0 room air cleaner specification, and prior to releasing Draft 2, a limited topic proposal has been released to provide an opportunity to comment specifically on a proposal to include optional connected criteria. 

Stakeholders are encouraged to share feedback on the relevance of these features, as well as thoughts on how air cleaners can support smart energy management services. Stakeholder feedback is also sought to determine the prevalence of Wi-Fi in current products and whether functions such as filter alerts and product management are being offered through a manufacturer’s app.

Notice: Moving Forward with Amendment 16 to the Energy Efficiency Regulations

Dear Stakeholders,
This is to inform you that Amendment 16 to Canada’s Energy Efficiency Regulations has been published in the Canada Gazette, Part II. This is a significant milestone for Natural Resources Canada’s continued work under its Forward Regulatory Plan 2019-21.
The Regulations Amending the Energy Efficiency Regulations, 2016 (Amendment 16) have been published, along with a Regulatory Impact Analysis Statement. The Amendment will come into force on December 12, 2019, six months after the date of publication in the Canada Gazette, Part II, except for sections 16 and 17 which are already into force. T

(In development) Commercial ovens—Version 3.0
Based on the 2017 ENERGY STAR Unit Shipment and Market Penetration Report Calendar Year 2017 Summary, ENERGY STAR certified commercial ovens currently represent approximately 59% of the market. In recognition of the movement of the market toward more efficient ovens, and in the interest of better differentiating products for purchasers who prioritize efficiency, the U.S. Environmental Protection Agency (EPA) is revising the ENERGY STAR criteria for these products. An equally important driver for this revision is expanding the scope of covered products to allow small gas and electric and large electric convection ovens to earn the ENERGY STAR. Commercial Steam Cookers—Component Inspection 
On Dec 18, 2017, the EPA released the directive of its pilot program. EPA developed an option for certifying and verifying ENERGY STAR commercial steam cookers via component inspection. Participation in the component inspection process is optional. Certification Bodies (CBs) and brand owners for steam cookers interested in participating should notify the EPA at commercialsteamcookers@energystar.gov. (In development) Vending machines—Version 4.0
A webinar was held on February 14, 2019 to discuss Draft 2 of the Version 4.0 vending machines technical specification. The Final Version 3.0 specification for imaging equipment will become effective October 11, 2019. Effective immediately, manufacturers may elect to have their CB certify eligible products to Version 3.0 requirements. After May 15, 2019, CBs will stop certifying new product submittals to Version 2.0. Products manufactured as of October 11, 2019, must be certified to Version 3.0. (Reminder) Uninterruptible power supplies—Version 2.0
A reminder that as of January 1, 2019, all uninterruptible power supplies (UPS) products must be certified to Version 2.0. ENERGY STAR certified uninterruptible power supplies will use, on average, approximately 52% less energy than standard uninterruptible power supplies. (Final) Dehumidifiers—Version 5.0

Fenestration

(Final) Fenestration—Version 5.0
The Final Version 5.0 specification for fenestration will become effective on January 1, 2020. The specification for windows and doors will have a maximum U-factor of 1.22 (W/m2•K) or a minimum ER of 34 for all of Canada. Skylights will have a U-factor of 2.29 (W/m2•K) or less. The ENERGY STAR Most Efficient criteria will require windows and the newly added category of sliding glass doors to have a U-factor of 1.05 or less or a minimum ER of 40 or more to be eligible. (In development) Connected Criteria for Large Loads Discussion Guide
The ENERGY STAR Connected Criteria for Large Load Products Discussion Guide has been released for review. This Discussion Guide lays out the general landscape of grid evolution along with detailed considerations for the following products: pool pumps, central air conditioners and air source heat pumps, water heaters, and electric vehicle supply equipment. Each product specific section contains requests for feedback to allow the program to thoroughly address connected functionality for these products. If you have feedback, please submit it to ConnectedProducts@energystar.gov by March 18, 2019. A webinar will be held on March 7, 2019 from 1:00-3:00pm EST to outline the content of the Guide. (Under development) Smart home energy management systems (SHEMS)
TheENERGY STAR Smart Home Energy Management Systems 2018 Work Group Summary has been released for review. The document summarizes outcomes gathered from stakeholder discussions in work groups focusing on four key topics: device mode, occupancy, plug loads, and demand response/distributed energy resources. The EPA recently released its 2019 ENERGY STAR Product Development Plan

highlighting planned revisions, amendments and new specification launches for the upcoming year. 

Planned revisions for 2019 include: 

  • Electronics: audio/video, computers (desktops), displays, small network equipment, enterprise storage, set top boxes.
  • Heating, Ventilating, and Cooling: central air conditioning/air source heat pumps, dehumidifiers, furnaces 
  • Appliances: room air cleaners, dishwashers

Due to a potential government shutdown in the United States, it is possible that some shared ENERGY STAR online tools will not be available for use by Canadians as early as Friday, December 21st at midnight.

If the U.S. Senate fails to pass funding for government operations by tonight’s deadline, some government services could be affected. This could include the U.S. Environmental Protection Agency, which administers some of the tools we use at ENERGY STAR Canada. Anyone trying to access our shared Product Finder (listing of all certified products in both countries) or product technical specifications pages during a U.S. government shutdown might encounter reduced service.

The EU ENERGY STAR programme followed an Agreement between the European Community EU) and the Government of the US to coordinate energy labelling of office equipment. It was managed by the European Commission. The US partner was the Environmental Protection Agency (EPA), which started the scheme in the US in 1992.

The EU-US agreement expired on 20 February 2018.

Endorsement labels, such as the ENERGY STAR label, provide a ‘seal of approval’ to inform prospective purchasers that the product is highly energy efficient for its class. The ENERGY STAR label is not regulated by the Australian Government.

EECA started using the voluntary ENERGY STAR label in 2005. ENERGY STAR has become less relevant as the trans-Tasman E3 programme has gained momentum – this programme regulates to remove the worst performing products from the market and lets consumers compare the energy efficiency of appliances through the Energy Rating Label.

The ENERGY STAR® mark retired at the end of 2017.

ENERGY STAR International Partners

EPA has entered into agreements with the following foreign governments to promote specific ENERGY STAR qualified products in their markets. These partnerships are intended to unify voluntary energy-efficiency labeling programs in major global markets and make it easier for partners to participate by providing a single set of energy-efficiency qualifications, instead of a patchwork of varying country-specific requirements. Organizations that partner with our international Partners to sell ENERGY STAR qualified products in other countries are held to the same technical or eligibility requirements as the U.S. program.

EPA is interested in advancing product efficiency globally through international harmonization efforts and is currently working with a number of countries to advocate this. EPA recognizes the cost to manufacturers and partners to participate in voluntary programs and comply with mandatory efficiency requirements, and with governments to monitor these programs and maintain a positive consumer experience with energy efficient products. Therefore, EPA is interested in working with countries, including those that have not signed an ENERGY STAR partnership agreement, to harmonize product energy efficiency metrics and applicable test methods. EPA believes that a program should be tailored to its own market and efficiency levels should be set on a country-by-country basis, due to varying market and technology factors across countries.

Additional opportunities exist to collaborate internationally on the development of effective laboratory infrastructure, which is necessary for program and product quality assurance. International Labeling Requirements for ENERGY STAR Qualified Products

Bilateral agreements between EPA and foreign governments delineate program responsibilities to promote, monitor, and enforce ENERGY STAR in their markets. Regardless of where a product is manufactured, sold, and/or promoted, any use of the ENERGY STAR mark must comply with the ENERGY STAR Brand Book. As part of its ENERGY STAR agreement, each country is required to monitor use of the ENERGY STAR mark.

Within the United States, labeling of qualified models and/or associated materials is a requirement for ENERGY STAR participation. The specific requirements for each product category are outlined in the product-specific Partner Commitments. Only partners with qualified models who have otherwise met their partnership obligations (from labeling to submittal of annual unit shipment data) are displayed/promoted on the ENERGY STAR website. EPA and DOE undertake substantial efforts to monitor the application and use of the ENERGY STAR registered mark and to ensure that partners are fulfilling the participation requirements. These efforts include monitoring print advertisements, websites and domain names, in-store use, and print article content. Failure to comply with any of the ENERGY STAR requirements may result in suspension or termination of an organization's ENERGY STAR Partnership Agreement.

Labeling of ENERGY STAR qualified office equipment is mandatory in some ENERGY STAR international partner countries and strongly encouraged in others, because of the global nature of these products. Use of the ENERGY STAR mark includes placement on the top or front of the qualified products, on product packaging, in product literature and box inserts, and on partner websites.

Third-Party Certification Requirements with International Partners

Since January 1, 2011, EPA has required products, destined for the US market, to be tested for qualification in an EPA-recognized laboratory and certified as meeting the ENERGY STAR requirements by a third-party certification program. We believe that these changes to the ENERGY STAR program strengthen the procedures to better ensure that products bearing the ENERGY STAR label, in fact, meet the ENERGY STAR criteria. EPA is aware of that many of our international partner programs are making similar changes, where it makes sense for their markets. Other partners are continuing to recognize partners’ self declaration that their products meet efficiency requirements.
